Phillip Keith Scaggs

Phillip Keith Scaggs, 66, of Russell, KY, passed away on August 14, 2017 at his residence. He was born September 12, 1950, a son of the late Ollie and Geneva Scaggs. In addition to his parents, Mr. Scaggs was preceded in death by two brothers: Gary and Gordon Scaggs. Mr. Scaggs was a machinist for Barney Williams, loved car racing, building race car engines, and he was of the Pentecostal faith. Mr. Scaggs is survived by his two loving daughters, Shanna Conley of Russell, KY and Sonya Scaggs of Ashland, KY; one brother, Randy Scaggs of Westwood, KY; one sister, Charlene Scaggs of Ashland, KY; three grandchildren: Phillip Conley, Jade Spencer, and Zoie Conley; one great grandchild, Xander Conley; and a special family friend, Devonda Hankins. A celebration of his life will be scheduled at a later date.
